During the press conference the decision of the National Accreditation Board (www.ncpa.ru) to accredit the educational programmes “Advertising” and “Journalism” of the oldest Chinese Jinan University was announced. It is the second accreditation of the Chinese higher education institutions which has been carried out together with a Russian accreditation agency. China is interested in the Russian-Chinese accreditation as Russian accreditation is recognized both in Europe and in Asia. Cooperation with the Russian Federation allows the People’s Republic of China to exchange best practices and provides recognition of Chinese programmes in Europe.
China also actively participates in joint international accreditation of the educational programmes of the Russian higher education institutions. At the present time, the National Centre for Public Accreditation (Russia) and the Higher Education Evaluation Centre of the Ministry of Education (China) have accredited the educational programmes of the universities, participants of the Project 5-100: Far Eastern Federal University, Lobachevsky State University of Nizhni Novgorod and Immanuel Kant Baltic Federal University.
Besides the Russian-Chinese accreditation, joint European accreditation of the educational programmes of Kazan Federal University, Peter the Great St. Petersburg Polytechnic University, Gnessin Russian Academy of Music and other leading Russian higher education institutions have been successfully held.
International accreditation is a mechanism of recognition and an effective export tool of the Russian education. A special event is devoted to international accreditation in the priority project “Development of Export Capacity of the Russian Education”, due to which two-fold increase in the number of foreign students in Russian universities is expected.
Viktor Bolotov, Chair of the National Accreditation Board, Academician of the Russian Academy of Education: “How can foreign applicants learn about the best Russian higher education institutions? There are two ways: participation of the universities in international rankings, first of all in the frames of the Project 5-100, and international public accreditation of the educational programmes that allows foreign students to understand which programmes are of high quality and where, excuse me, diplomas are just given out.”
Mark Kalinin, Head of the Department of Cooperation in Education and Science, the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad, and International Humanitarian Cooperation: “Definitely, these two ways play a significant role in choosing the university. Nowadays, Russian higher education institutions compete with each other for the best foreign students. Under these circumstances, international public accreditation is an important criterion for choosing the university.”
Vladimir Laptev, Vice-President of the Russian Academy of Education: “In my opinion, it is good that representatives of the Russian Academy of Education and agencies for public accreditation work together. The fact that Viktor Bolotov, Academician of the Russian Academy of Education, is the Head of the National Accreditation Board makes it possible to transfer intellectual potential of the Academy to accreditation procedures.”
Vladimir Navodnov, Director of the National Centre for Public Accreditation: “International public accreditation of the educational programmes lasts from six months to a year. Representatives of higher education institutions note that it is a very important element of programmes’ preparation for the international market. In the process of accreditation the programme changes significantly and adjusts to the highest international standards. The membership of the National Centre for Public Accreditation in the European Quality Assurance Register for Higher Education (EQAR) and in the Asia-Pacific Quality Register (APQR) allows interested parties to provide recognition of the accredited programmes in Europe and Asia.”
Irina Kuksa, First Vice-Rector for Academic Affairs of Immanuel Kant Baltic Federal University: “For the last one and a half years, the number of foreign students doubled after international public accreditation. It is clear that this is the achievement of not only the international accreditation, as the University actively works in this sphere. Nevertheless, facts speak for themselves. As a result, great Chinese students study in the western part of our huge country.”
