NCPA combines the related study programmes into clusters and evaluates their quality by one External Review Panel. A cluster may include vocational, bachelor's, master's, specialist, and postgraduate degree programmes.

Accreditation decision
The National Accreditation Board, an independent collegial body, makes the accreditation decision based on the Self-Evaluation Report and expert assessments. The Board meets twice a year, usually in June and December.
Two weeks after a positive decision is made by the National Accreditation Board, the HEI receives a certificate of accreditation. The maximum accreditation period is 6 years.
In case of international accreditation carried out by NCPA jointly with a foreign accreditation agency, two accreditation certificates are issued: by the National Centre for Public Accreditation, and by a foreign accreditation agency.
Follow up
After the formal accreditation procedure is complete and the decision is made, we extensively disseminate information about the accreditation results and promote the accredited programmes in different media:

An “Excellent Quality” badge is awarded depending on the level of accreditation (three stars for undergoing national accreditation, four stars for international accreditation, and five stars for joint international accreditation)

We promote the accredited programmes in the journal “Higher Education in Russia”, publish updates in newsletters of the world’s leading quality assurance networks (Newsletter INQAAHE, etc.), on the official websites of the embassies.

Information on the accredited programmes is considered when determining the HEI’s admission quotas that are funded by the state and thus tuition-free for students.

Recognition and experience
NCPA is included in the List of accrediting organizations of the Ministry of Science and Higher Education of the Russian Federation. 33 % of all the accredited tertiary education programmes in Russia have been accredited by NCPA. NCPA ranks first among 110 accrediting organisations in the Russian Federation.

In order to be eligible to conduct international accreditation and to include information about accredited educational programmes in foreign registers, NCPA has undergone international external review three times to be included in the European Quality Assurance Register for Higher Education (EQAR) and the Asia-Pacific Quality Register (APQR). As a President of the Asia Pacific Quality Network (APQN), NCPA’s Director, Dr. Galina Motova, is promoting the system of independent accreditation the Asia-Pacific region.
Accreditation costs
The cost of international accreditation ranges from RUB 700 000 to RUB 1 million. The cost of joint accreditation amounts to RUB 1.6 million. A cluster approach is used to optimize costs.
The more related programmes are included in the cluster (not exceeding the possible maximum limit number), the lower the price of a single programme is.
