On November 13, 2025, the first All-Russian competition for the “Best Model of an Internal Quality Assurance System within a University's Quality Assurance Framework" was completed with the announcement of its winners.
The competition launched in June and going on through the end of October, engaged a wide range of Russian higher education institutions. Its primary objective was to promote modern tools for assessing the quality of higher education, highlight best practices, and facilitate their dissemination among professional educational institutions.

The National Centre for Public Accreditation acted as a partner for this large-scale project, reaffirming its key role in advancing the quality culture within Russian higher education.
Presenting at the award ceremony held during the 4th International Forum entitled “Transforming Education” in Tomsk, Dr. Galina Motova emphasized that internal quality assurance systems play a decisive role in the accreditation process for Russian higher education institutions. The winning models demonstrated a high level of innovation and openness, ensured transparency in the educational process, and contributed to improving the quality of student training.

The award ceremony was attended by the representatives of state authorities, the expert community, university administration and staff members from across the country.
A total of 35 educational and research institutions from various regions of Russia took part in the competition, confirming its nationwide scope. All participants received certificates and letters of appreciation from the Committee on Science and Higher Education of the State Duma of the Russian Federation.
As a partner of the competition, the National Centre for Public Accreditation established two special nominations. The winners were:
- Samara State University of Economics – for the high level of integration of innovative solutions and the openness of its quality assurance system.
- Voronezh State University – for the effectiveness of its institutional transformation process through the internal quality assurance system.
