The National Centre for Public Accreditation celebrates its 15th anniversary on January 26, 2025.

Over the past 15 years, NCPA has evolved from a public accreditation pioneer to a well-recognized leader in the quality evaluation of higher education by following its important mission: ensuring high-quality education in the country. Over these years, NCPA has established itself as a reputable organization - a leader in Russia in the number of accredited study programs. NCPA is a full member of the largest quality assurance networks and organisations, as well as international registers. NCPA carries out joint accreditation procedures in Russia, the Republic of Kyrgyzstan, and P.R. China.

NCPA founders, Dr. Vladimir Navodnov and Dr. Galina Motova, played a key role in the establishment and development of the accreditation system in Russia. They stood at the origins of the Russian accreditation system. It was not only one of their professional achievements, but also a historically significant contribution to modernising Russian education and its competitive expansion worldwide. Dr. Galina Motova was elected the President of the Asia-Pacific Quality Network (APQN) to promote the ideas of quality in the region.

NCPA’s credibility was enhanced with the support of Dr. Viktor Bolotov, Chair of the National Accreditation Board, Academician of the Russian Academy of Education (RAE), and Adviser of the Higher Attestation Commission of the Ministry of Science and Higher Education of the Russian Federation. The first meeting of the National Accreditation Board in 2012 under his leadership laid the foundation for the system of independent accreditation decision-making.

Since 2010, NCPA has accredited over 3,000 study programs for higher, secondary, vocational, and further education in 98 educational institutions. More than 1,800 experts from 29 countries have participated in the accreditation procedures, significantly contributing to HEI's competitive advantage and enhancing the confidence of employers and society. NCPA’s staff and experts’ professionalism and recognition in leading international networks have become the brand, and NCPA’s accreditation has, in turn, become a recognised quality label for Russian and foreign HEIs.
