On March 11, 2026, a meeting of the Expert Council on Higher Education under the State Duma Committee on Science and Higher Education was held.

Agenda of the Expert Council meeting:

• Preparation of the education system for accreditation monitoring and accreditation indicators.
• Monitoring the implementation of Federal Law No. 114-FZ dated May 23, 2025, “On Amending Articles 101 and 104 of the Federal Law ‘On Education in the Russian Federation’” regarding state regulation of paid enrollment in higher education programs and target admission numbers.
• Proposals for the draft Resolution of the Government of the Russian Federation “On Approving Lists of Specialties and Fields of Study, Scientific Specialties for Basic Higher Education, Specialized Higher Education, and Postgraduate Programs, as well as Qualifications Awarded.”

The meeting was attended by Deputy Head of Rosobrnadzor S.M. Kochetova, Head of the Directorate for State Services and Digital Transformation of Rosobrnadzor O.V. Yavkina, and members of the Expert Council under the State Duma Committee on Science and Higher Education. The session was co-chaired by L.N. Dukhanina, Chair of the Council for Professional Qualifications in Education, and O.V. Pilipenko, Council Curator and Member of the State Duma of the Russian Federation.

The discussion focused on preparing the education system for accreditation monitoring and refining Joint Order No. 660/306/448 dated April 24, 2023, “On the Implementation of Accreditation Monitoring of the Education System by the Federal Service for Supervision in Education and Science, the Ministry of Education of the Russian Federation, and the Ministry of Science and Higher Education of the Russian Federation” regarding accreditation monitoring indicators. Key presentations and remarks on these matters were delivered by Expert Council members, including G.N. Motova, Director of the National Centre for Public Accreditation (NCPA) and President of the Asia-Pacific Quality Network (APQN).
