Moscow December 15, 2025 The Expert Council on Higher Education held a meeting under the State Duma Committee on Science and Higher Education. The meeting focused on key reforms in knowledge economy management, de-bureaucratization, and elevating educational quality standards. Dr. Galina Motova, a Council member and Director of the National Centre for Public Accreditation, participated in the proceedings.

The agenda featured several crucial issues:

  1. Developing a standard regulation for educational and methodological associations.
  2. Updating the national lists of specialties and fields of study.
  3. Reviewing results from the Russian competition, “The Best Model of Internal Quality Assurance in Higher Education.”
  4. Discussing proposals from the "Academic Community 2025" forum for a new higher education model.
  5. Showcasing Best Practices in Quality Assurance

Dr. Motova presented the outcomes of the “Best Model of Internal Quality Assurance” competition. Her presentation identified leading practices and evaluation models developed by Russian universities, analyzing their applications, associated risks, and opportunities for scaling successful initiatives to inform national policy.

The conference also highlighted Russia's engagement with global quality assurance bodies. Dr. Motova recently presented this national experience at the prestigious Asia-Pacific Quality Network (APQN) Annual Academic Conference in Hong Kong (November 20-23, 2025).

Addressing the theme “Developing Collaboration with the Labor Market for Ensuring Higher Education Quality,” she outlined key global trends in higher education and the evolving mission of accreditation agencies in the context of globalization and artificial intelligence.
