On May 29, a meeting of the Expert Council on Higher Education under the Committee on Science and Higher Education of the State Duma of the Russian Federation took place in Moscow. Dr. Galina Motova, a member of the Council and Director of the National Centre for Public Accreditation attended the meeting.

The following issues were addressed:

  1. Draft Federal Law No. 918255-8 “On Amendments to the Federal Law “On Education in the Russian Federation” (regarding the improvement of mechanisms for independent quality assurance of education in educational institutions delivering educational programs)."
  2. Proposals for developing a methodology and criteria for determining the number of fee-paying places in accordance with Federal Law No. 884102-8 “On Amendments to Articles 101 and 104 of the Federal Law “On Education in the Russian Federation” (regarding state regulation of fee-based admission to higher education programs).”

The draft laws were introduced by deputies of the State Duma. In order to provide explanations and comments on the laws, the Council meeting was attended by S.M. Kochetova, Deputy Head of Rosobrnadzor, and O.N. Iakimchuk, Head of the Office for Supervision and Control over Organizations Engaged in Educational Activities at Rosobrnadzor.

The proposals, remarks, and recommendations made during the meeting will be taken into account when the State Duma reviews the draft laws in their next reading.
