Congratulations to Dr. Bolotov on being awarded the Order of Friendship!

By Decree No. 409 of the President of the Russian Federation dated June 24, 2025, “On the State Awards of the Russian Federation,” Dr. Viktor Bolotov, Chair of the National Accreditation Board and Academician of the Russian Academy of Education, has been awarded the Order of Friendship for his contributions to the training of highly qualified specialists, his many years of scientific and pedagogical activity, and his dedicated service.

On behalf of the National Accreditation Board, the National Centre for Public Accreditation, and the entire professional community, we extend our heartfelt congratulations to Dr. Bolotov on receiving one of the highest state honors of the Russian Federation!

This award is a well-deserved recognition of Dr. Bolotov’s outstanding contribution to the development of Russian education. For decades, his work has charted the course for transformation in the following field:

  • Establishing the Unified State Exam  system as a tool for ensuring equal access to higher education.
  • Developing transparent mechanisms for quality assurance during his leadership in Rosobrnadzor.
  • Serving as Scientific Director of the Center for Education Quality Monitoring at HSE University.
  • Chairing the National Accreditation Board, facilitating the integration of international standards into Russian education.

The Order of Friendship is a recognition of his unique gift for bringing people together. We see profound symbolism in this award:

- Dr. Bolotov connects professional communities through the development of independent quality assurance evaluation systems.
- Dr. Bolotov bridges educational systems by promoting Russian standards at the international level.
- Dr. Bolotov links theory with practice, ensuring the implementation of cutting-edge research.

This is the second high state honor award in his collection (following the Order of Honour in 2003), underscoring the consistency and systematic nature of Dr. Bolotov’s work.
