On February 8, 2024 at the meeting of the Presidential Council for Science and Education President of Russia V.V. Putin supported the suggestion to develop an international university ranking of BRICS countries.
Earlier the project of a new international ranking was discussed at public hearings of the Civic Chamber of the Russian Federation on promoting Russian education in the world. Members of the working group of the Russian Academy of Education, Russian Academy of Science and Russian Rectors Union, members of the Civic Chamber and Public Council under the Ministry of Higher Education and Science participated in the meeting.

The project is relevant due to the fact that after 2022 foreign rankings have begun to openly discriminate Russian HEIs; problems with citation of authors from Russia appeared. It was suggested to establish a system to rank universities of BRICS countries on the basis of the ranking «Three missions of a university», where 2000 universities from 112 countries participate today.
The project of a new ranking will be probably included in the agenda of the BRICS summit which is going to be held in October 2024 in Kazan.
