DAQAR
Database of External Quality Assurance Results of the Asia-Pacific Quality Register (DAQAR)
What is DAQAR?
DAQAR - is a single data storage of study programmes and higher education institutions accredited by agencies registered in the Asia-Pacific Quality Register (APQR).
Asia-Pacific Quality Register APQR – is a register of quality assurance agencies that were externally reviewed against Chiba Principles and APQR Criteria for Recognition.
DAQAR project is coordinated by the Asia-Pacific Quality Register (APQR) and the Asia-Pacific Quality Network (APQN).
What DAQAR is for?
The main mission of DAQAR is to provide reliable information on the external review outcomes and to raise awareness, trust and competitiveness of study programmes on the national and international levels.
DAQAR might facilitate diploma recognition in the future and increase external quality assurance transparency throughout the Asia-Pacific Region.
DAQAR provides free, direct and open access to quality assurance reports and decisions on HEIs and programmes externally reviewed by APQR-registered agencies for all stakeholders.
Who are key beneficiaries of DAQAR?
- Students could use the database as a helpful source of objective information related to quality assurance procedures when they choose where to study and what programme to enroll in
- The database could be a useful tool for higher education institutions to improve their visibility, competitiveness, and international recognition. It could also be a platform to search for good partner universities to develop and deliver joint projects and programmes.
- Quality assurance agencies could use this platform to upload and disseminate their external review results. The database provides easy access to the outcomes of all previous external quality assurance procedures. The database promotes the agency’s brand name and image, enhances its attractiveness and competitiveness.
- The national authorities could rely on the database as an important source of information on the condition of the national higher education system and quality assurance in the country. The more HEIs and programmes are represented in the database, the higher and stronger positions the national higher education system could have as a whole.

Networking
The National Centre for Public Accreditation (NCPA) operates actively at the international level. It is officially registered in the European Quality Assurance Register for Higher Education (EQAR) and Asia-Pacific Quality Register (APQR). NCPA is a full member of the Central and Eastern European Networking Association (CEE Network), the Asia-Pacific Quality Network (APQN), the International Ranking Expert Group (IREG), the European Association for Quality Assurance in Higher Education (ENQA), the International Network for Quality Assurance Agencies in Higher Education (INQAAHE).
DEQAR CONNECT
“Enhancing the Coverage and Connectivity of QA in the EHEA through DEQAR”
Project duration: 01.02.2020 – 31.01.2022
At the beginning of 2020 NCPA joined the consortium of the DEQAR CONNECT project “Enhancing the Coverage and Connectivity of QA in the EHEA through DEQAR”.
DEQAR is a database of higher education institutions and programmes accredited by agencies recognized at the European level. The main aim of DEQAR is to widely inform public about accreditation agencies and their decisions at international, European and national levels. Russian higher education institutions which passed international accreditation by an agency recognized by ENQA and registered in EQAR have a right to upload accredited programmes into DEQAR database. It confirms their correspondence to ESG-2015 standards and is a base for recognition of these programmes and HEIs on the territory of the EHEA.
DEQAR CONNECT project is coordinated by EQAR and is financially supported by the Erasmus+ programme of the European Union.
The project focuses on two of the EHEA key commitments, supporting quality assurance and recognition inside the EHEA, and consists of two strands:
- Expand coverage to EHEA countries currently under-represented in DEQAR, by supporting the participation of agencies that could not join DEQAR in the first stage.
- Enhance connectivity by exploiting existing synergies and exploring new opportunities to use DEQAR data directly in the recognition workflow, digital credentialing and elsewhere.

SAGRIS
SAGRIS – Enhancement of Postgraduate Studies on Sustainable Agriculture and Future Farming Systems.
Project duration: 15.01.2020 – 14.01.2023
Project goals
The project addresses the demand of educating doctoral students on high quality and international standards to increase knowledge based solutions for sustainable agriculture and future farming systems – a topic of national, cross-regional and international relevance.
Large agricultural areas characterize the landscapes and economies of Russia and Kazakhstan and both countries see the innovative development of this sector as a priority. Compared to this, skilled labour and innovation potential is lacking. As a reaction, a number of initiatives target to build up human resources on all levels (farm workers, specialists, managers) and as well to improve higher education institutions (HEIs). Despite the progress in joining and pursuing the Bologna process, brain drain of young talents and deficient and outdated educational offers for PhD studies impede the goals of HEIs to become international competitive.
The consortium of 5 EU partners and 4 Russian and 4 Kazakh agricultural universities together with consultative and expert partners from accreditation, research and private business in Russia and Kazakhstan therefore specified the following objectives:
– to develop and implement in the educational programs of the third cycle disciplines and modules on interdisciplinary content and transdisciplinary approaches that are relevant for research in the field of agricultural Sciences and innovations;
– to increase the potential of higher education institutions in the field of training scientific and pedagogical personnel based on international standards and best practices;
– to strengthen international and interregional academic exchange and scientific cooperation between universities in Russia and Kazakhstan.
– to create an expert network of universities for third-level education in agricultural Sciences to share best practices with the General public.
