Parliamentary Hearings «On Measures for Quality Improvement of Higher Education in the Russian Federation»

On April 16, 2021 parliamentary hearings «On Measures for Quality Improvement of Higher Education in the Russian Federation» organized by the Committee on Education and Science were held in the State Duma.

The hearings were attended by the representatives of the Ministry of Science and Higher Education of the Russian Federation, Ministry of Education of the Russian Federation, Federal Service for Supervision in Education and Science, subject-specific ministries, Russian Academy of Sciences, Rectors, employers’ organizations.

NCPA was represented by Galina Motova, Deputy Director. In her presentation «On external systems of evaluation of quality of higher education» she suggested to introduce three key statements in the Recommendations of participants of the Parliamentary Hearings:

1) it is necessary to not only consider but take into account high achievements of a HEI in recognized national and global rankings and current international accreditation in state accreditation and monitoring procedures.

2) it is necessary to promote HEIs to participate in quality evaluation on national and international levels (HEIs are primarily responsible for education quality. External independent systems of evaluation should be established to allow HEIs to demonstrate quality of students’ training).

3) it is necessary to support internationally recognized Russian organizations on quality evaluation that promote Russian HEIs globally. The Recommendations based on the results of the hearings will be given.
