Presentation of the National Aggregated Ranking-2020

On June 30 the National Aggregated Ranking-2020 was presented during the meeting of the National Accreditation Board.

The reasons for popularity of various rankings are obvious: it is the most available, illustrative, and relatively simple way of presenting comparative evaluations and information to make a decision when choosing an educational institution.

During the meeting with the members of the Civic Chamber Vladimir Putin noted that Russia needs own national rankings of higher education institutions. In light of the announcement of the Russian President this topic became especially important.

The Guild of Experts in Higher Education together with National Foundation for Innovations Support created a ranking which aggregates all public recognized rankings existing in Russia. It represents a unified “cumulative” ranking which can be considered as a “unified grading scale”.

A new model of independent evaluation of all HEIs and branches in Russia was suggested. It is based on aggregation of nine famous independent evaluation procedures (rankings, accreditation, open databases) which comply with the criteria of publicity, stability, mass character and periodicity.

A “soft” mathematical tool was used in design of the aggregated ranking, which helps to minimize disadvantages of individual evaluation systems and to take into account the most important achievements of educational institutions.

Although Russian rankings fall short of popularity and significance in comparison with international rankings, the National Aggregated Ranking , combining strengths of discrete Russian procedures of HEIs’ evaluation can be a real alternative for positioning and competitiveness on the education market.
