8th ENQA Forum

On April 19-20, 2018 the 8th ENQA Forum was held in Zaragoza (Spain). The Spanish accreditation agency NACPUA hosted the event.

104 representatives of quality assurance agencies from ENQA member countries participated in the Forum.

The National Centre for Public Accreditation and the National Accreditation Agency represented the Russian Federation.

The Forum was opened by Christoph Grolimund, ENQA President.

The following issues were considered at the Forum: social dimension in quality assurance (Dominic Orr, researcher and political analyst, Research Institute for the Economics of Education and Social Affairs (FiBS)), UNESCO’s global convention on the recognition of higher education qualifications (P. Friedrich Bechina, Deputy Secretary of the Congregation for Catholic Education of the Holy See).

The presentation « Can the ESG support innovative policy and practice? – Results of the final study of the EQUIP project (Enhancing Quality Through Innovative Policy & Practice)» by Tia Loukkola, Director for the Institutional Development Unit at European University Association, was of special interest.

This project covered the following issues: diversity of external contexts and legal frameworks, institutional responsibility for quality, communication about quality assurance, quality culture and bureaucracy, student-centred learning. The project outcomes, its main ideas and recommendations on improvement of higher education quality in the European area for government bodies were also presented in the political bulletin which will be discussed at the ministerial meeting of the Bologna process in 2018.

In addition, there were four workshops at the Forum, during which the following projects were discussed:
- An Adaptive Trust-based e-assessment System for Learning (TeSLA)
- Database of External Quality Assurance Reports (DEQAR)
- Harmonisation of African Higher Education Quality Assurance and Accreditation (HAQAA)
- Linking Academic Recognition and Quality Assurance (LIREQA).
