Congratulations to professor Galina Motova on election to the Asia-Pacific Quality Network Board! The election took place at the APQN General Assembly meeting on May 25-28, 2016 in Natadola, Fiji.

APQN is the largest network of accreditation agencies including 116 members (accreditation agencies and universities) from 38 countries of Asia-Pacific region.

The Conference was devoted to the issues of sustainable development of quality assurance in higher education. The programme of the Conference included discussions of urgent issues concerning quality assessment of cross-border higher education, specialized and programme accreditation, cooperation of agencies in the frameworks of joint projects and expert procedures as well as creation of the Register of quality assurance agencies of Asia-Pacific region and adoption of the special quality label “APQN Quality Label” for higher education institutions or educational programmes with outstanding achievements in internationalization of education.

Galina Motova gives a report at APQN General Assembly

In the frameworks of the Conference Russian experience in quality assessment of education was represented at the plenary meeting and work of sessions. The issue of cooperation of accreditation agencies of European and Asian countries was discussed at the special plenary session. The National Centre for Public Accreditation represented by deputy director Galina Motova presented experience of different types of cooperation particularly international and joint accreditation. At the following panel session the issues of joint accreditation were considered in details and received in-depth discussion and approval. The results of a new project “Federal Internet-Exam for Bachelors” as an effective instrument of assessment of learning outcomes were also presented during one of the sessions.

Traditional elections of the president, vice-president and Board of Directors for the following 3 years were held at the General Assembly on May 27.

Professor Jianxin Zhang, chief expert of the Yunnan Higher Education Evaluation Center (China) was elected the President of a new President of Board of Directors. Galina Motova, deputy director of the National Centre for Public Accreditation was elected to Asia-Pacific Quality Network Board. Besides Russia and China the representatives from India, Taiwan, the Philippines and Fiji were also elected to the Board.

Vladimir Navodnov, director of the National Centre for Public Accreditation, while speaking at the conference emphasized that today Russia is involved not only in European formation processes of quality assurance systems based on principles of the Bologna process but also cooperates actively with Asian accreditation agencies. For the last year NCPA conducted joint international accreditations of Lobachevsky State University of Nizhni Novgorod together with the Higher Education Evaluation Centre of the Ministry of Education (HEEC, China) and Far Eastern Federal University together with the Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT, Taiwan).
