February, 1995 - Seminar “Information technologies of the accreditation of educational institutions” involving V. Shadrikov, Deputy Chairman of Russian Federation Committee on Higher Education, N. Lazutova, Deputy Minister of Education of the Russian Federation and V. Meshalkin, Head of the Department of Licensing, Accreditation and Nostrification. Presentation of software package “Monitoring of Accredited HEIs of Russia” and the Kamerton technology. Creation of the first prototype of the Central Database of State Accreditation

April 18, 1995 - Scientific and Information Centre of State Accreditation was created in Yoshkar-Ola (the Order of State Committee on Higher Education No 570 dated 18.04.1995). V. Navodnov became the appointed Director of the National Accreditation Agency (the Order of State Committee on Higher Education No 602 dated 24.04.1995). V. Kuklin became Deputy Director.

September, 1996 - Development of the first version of "Data collection module for HEIs" (V. Egoshin, V. Gurianov). The formation of the Central data bank of state accreditation was initiated.

alt November, 1996 - Development of the structure of the presentation of HEI for state accreditation.
 

April 22, 1997 – First meeting of the Accreditation Board of the Ministry of Education of Russia. Cases of 27 HEIs prepared by the
Centre of Accreditation were considered.

November, 2000 – The Centre joined the Network of Central and Eastern European Quality Assurance Agencies in Higher Education (CEE Network) (Budapest, Hungary)

  February, 2001 – Publication of the first Register of the accredited HEIs of the Russian Federation.

 

March, 2002 – Renaiming the Scientific Information Centre of State Accreditation to the Information and Methodological Centre of State Accreditation (the Order of the Ministry of Education and Science of Russia dated 25.03.2002 3 1010).

  September, 2004 – Full automatic generation of information and analytical materials for the Accreditation Board was started.

September, 2004 - Organization and holding of international conference “Promotion of European cooperation in Quality Assurance”, St. Petersburg, Russia.

alt October 29, 2004 – Participation in the establishment of the Eurasian Quality Assurance Network (EAQAN).
  February, 2005 – The first multimedia presentation for the Accreditation Board.

 

March, 2005 – The Information and methodological centre of state accreditation was renamed to the Federal Budgetary Institution "National Accreditation Agency in the Sphere of Edeucation" (FSI "Rosakkredagentstvo") (the Order of the Federal Service for Supervision in the Sphere of Education and Science dated 04.03.2005 No. 464).

alt April, 2005 – the 10th anniversary of the first in Russia accrediting agency. The Director was V.G. Navodnov, Doctor of Technical Sciences, professor.
alt May, 2005 – First issue of the journal “Accreditation in education”; prof. Galina Motova, PhD, Editor in Chief.

May, 2005 - Project “Federal Internet-Exam in the Sphere of Professional Education” was launched. Prof. Vladimir Navodnov, PhD, was the Project Manager. The Federal Internet-Exam in the Sphere of Professional Education is carried out on-line or off-line to test students in a set of study programmes or one study programme in all HEIs of the Russian Federation.

June, 2006 – The first conference of the Russian Guild of Experts in higher education “Accreditation in the sphere of higher
professional education in Russia: current status and the prospects” was held. P.F. Litvitsky, Doctor of Medical Sciences,
professor, Corresponding member of the RAMS, was elected the first President of the Guild.

alt September 25, 2009 – FSI "Rosakkredagentstvo" was granted the Full Member status in the European Association for Quality Assurance in Higher Education (ENQA). (prof. V.G. Navodnov, Director; prof. G.N. Motova, Deputy Director).
alt November, 2009 – Publication of the teaching guide "Accreditation of higher educational institutions in Russia" (v.G. Navodnov, E.N. Gevorkyan, G.N. Motova, M.V. Petropavlovskiy. - Yoshkar-Ola, 2008.  — 166 p.), in which the procedures for the evaluation of the quality of a HEI was presented; indicators, methods and criteria of state accreditation, methods to define the type and the kind of an institution of higher education are considered based on a system approach.

The National Centre for Public Accreditation (NCPA) was established. NCPA’s mission in Russian system of quality assurance is to form and promote quality culture in higher education through identification, evaluation, and accreditation of the best educational programmes in accordance with the legislation of the Russian Federation and the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG-ENQA).
The National Centre of Public Accreditation was created by the separation from the National Accreditation Agency of the Russian Federation (NAA).

 

June, 2011 – The Federal State Institution "Rosakkredagentstvo" was transformed into the Federal State Budgetary Institution
"Rosakkredagentstvo" and was moved to Moscow. The branch of "Rosakkredagentstvo" was established in Yoshkar-Ola.

November 26, 2014 – the National Centre for Public Accreditation was granted Full Member status in ENQA (the European Association for Quality Assurance in Higher Education).
